Satellite missions require permanent surveillance, maintenance and support by qualified staff to ensure the mission objectives.
As Galileo Programme Manager at GSA (now EUSPA) Horst was responsible for setting up the Galileo Exploitation Phase. This included the preparation of initial services and the start of tender activities of the new Galileo Service Operator (GSOp).
